Raw HTML is honest and functional, the way a person looks fresh out of bed — but nobody walks into an interview looking like that. CSS is the makeup, the wardrobe, and the lighting. Bootstrap is the professional stylist who knows exactly how to make everything fit on any screen, phone or desktop, without you having to measure twice.
